Abstract: The major event scenario construction is one of the leading emergency management theories. By analyzing the technical content and method, scenarios of seismic events are constructed. The example analysis of seismic scenario description, post-earthquake disaster area situation and response can provide basis for emergency preparedness, emergency plan and emergency drill, and a new thought and developing direction for the emergency response of major earthquakes as well.
